Pier and anchor systems
Concrete-block or steel piers under the chassis I-beams, pads or footings under each pier, and steel straps to auger anchors for wind. It is the most common installation in the country and completely code-compliant under 24 CFR 3285 when built to the manufacturer’s instructions: single-stack block piers to 36 inches, double-stacked to 67 inches, engineered above that. The catch is lending: screw-in anchors alone are excluded from the PFGMH’s permanent-anchorage definition, so a standard pier-and-anchor setup usually needs upgraded anchorage, reinforced footings, and a perimeter enclosure wall before it can be certified permanent. Missing longitudinal ties are the number-one deficiency found in engineering reviews of these systems.
Crawl space (perimeter wall) foundations
A continuous perimeter wall — poured concrete, grouted block, or a framed pony wall on a stem wall — on reinforced footings below frost depth, with the home mechanically fastened to the wall and interior piers carrying the chassis. It reads like a site-built house from the street and generally satisfies the PFGMH when properly built. Costs concentrate in the wall and footings; the inspection items are the wall-to-footing connection, the home-to-wall attachment, ventilation, vapor barrier, and drainage.
Slab-on-grade foundations
A reinforced slab, typically 4–6 inches with thickened edges, carries the home with anchorage embedded in the concrete. Common in warm climates and on expansive soils where uniform movement beats point support. Its weakness is inspectability: with no crawl space, anchorage and reinforcement must be verified from the edges and from documentation, which makes construction records worth keeping and remote certification harder. In frost country the edge goes below frost depth or the design uses frost-protected shallow foundation details.
Basement foundations
Full-height walls, a floor slab, and the home set on top by crane. It inherently meets the permanent-foundation criteria when properly built, adds usable space, and suits cold climates where excavation is required anyway — but it is the most expensive option, and basements are excluded from NFIP flood insurance in flood hazard areas.
Proprietary engineered systems
Several manufacturers make tested, listed foundation systems — steel frames, brackets, and rated anchoring hardware — designed to qualify as permanent foundations and to handle seismic, flood, and frost conditions. The rule with these: identify the system from its labels and verify against that manufacturer’s instructions, never against generic pier-and-anchor assumptions.
How to choose
If the home will ever see FHA/VA/USDA financing, build or budget for a foundation that meets the PFGMH criteria from day one — retrofitting anchorage and perimeter walls later costs more than doing it once. If chattel financing and mobility matter more, a code-compliant pier-and-anchor installation is a legitimate choice; just know what it does to the buyer pool at resale.
