Manufactured Home Foundations, Explained
HUD-code manufactured homes sit on one of four non-proprietary foundation families — pier-and-anchor, crawl space (perimeter wall), slab-on-grade, or basement — or on an engineered proprietary system. The physical installation is governed by 24 CFR Part 3285 and the manufacturer’s installation manual; whether the foundation counts as permanent for FHA, VA, or USDA financing is judged against HUD’s Permanent Foundations Guide for Manufactured Housing (PFGMH, HUD-4930.3G).
The three rulebooks, and what each one covers
Most confusion about manufactured home foundations comes from mixing up three documents that answer three different questions:
- 24 CFR Part 3280 (the HUD code) governs how the home itself is built in the factory — the permanent chassis, the HUD label on each section, the data plate inside.
- 24 CFR Part 3285 (the Model Installation Standards) governs how the home is installed: pier spacing and height, footings, anchoring, drainage, and leveling tolerances.
- The PFGMH (HUD-4930.3G, 1996) governs what lenders using FHA, VA, or USDA programs accept as a permanent foundation. A home can be installed perfectly to Part 3285 and still not meet the PFGMH — that gap is why certification letters exist.

The four foundation families
Pier and anchor is the most common installation in the country: concrete block or steel piers under the chassis I-beams, footings under each pier, and steel straps to ground anchors resisting wind. It is the least expensive option and the one most likely to cause lending trouble, because screw-in soil anchors alone do not meet the PFGMH’s permanent-anchorage requirement.
Crawl space (perimeter wall) foundations enclose the underside of the home with a structural wall on a footing below frost depth, with the home mechanically fastened to the wall. This is the most common route to clean permanent-foundation status and conventional or government-backed financing.
Slab-on-grade places the home on a reinforced concrete slab with embedded anchorage. Common in warm climates; there is no crawl space to inspect, so documentation matters more.
Basement foundations put usable space under the home and inherently satisfy the permanent-foundation criteria when properly built — at the highest cost, and with an NFIP exclusion in flood hazard areas.

What lenders actually require
For FHA, VA, and USDA loans, the foundation must meet the PFGMH’s criteria: durable materials, rated anchorage against uplift, overturning, and sliding, reinforced concrete footings below the local frost depth, and a continuous perimeter enclosure wall. Screw-in anchors by themselves are specifically excluded from permanent anchorage, and wheels, axles, and hitch must be removed. Lenders don’t take anyone’s word for it. They ask for a foundation certification letter from a licensed Professional Engineer stating that the installed foundation complies with the PFGMH. The engineer can confirm compliance where the evidence supports it, or list the specific deficiencies to correct where it doesn’t.
What it costs
Typical published installed ranges run from roughly $1,000–$6,000 for pier-and-anchor setups to $12,000–$30,000+ for basements, with crawl space and slab systems in between. The permit path
Installation permits run through your local building department or, in some states, a state manufactured-housing installation program with licensed installers and state inspections. The authority having jurisdiction (AHJ) decides which code edition applies, whether local snow, wind, flood, or frost provisions modify the manufacturer’s instructions, and what inspections happen before skirting or enclosure goes on. In FEMA-designated flood hazard areas, the lowest floor must sit at or above the base flood elevation, and the foundation must be engineered for flood loads.
When you need an engineer
A licensed engineer is required or strongly advisable when: block piers exceed 67 inches (engineering is mandatory per 24 CFR 3285.303); the home sits in a flood hazard area; soils are soft, organic, or unknown and the 1,500 psf default is in doubt; the manufacturer’s instructions are missing and a generic installation basis is needed; or a lender requires PFGMH certification. Frequently asked questions
Does every FHA loan on a manufactured home need a foundation certification?
For FHA-insured loans, the foundation must be shown to comply with the PFGMH, and lenders satisfy that with a certification letter from a licensed engineer — typically on purchases and on refinances where no prior certification exists. See how certification letters work.
Does vinyl skirting count as the perimeter enclosure?
No. Skirting is weather protection, not structure. The PFGMH criterion is a continuous wall that separates the crawl space from backfill and keeps out vermin and water — typically concrete, mortared masonry, or a wood-framed wall on a footing.
Do the wheels, axles, and hitch really have to come off?
For permanent-foundation classification under the FHA rules, yes — running gear must be removed. For a temporary pier-and-anchor setup outside government-backed lending, removal is not federally required.
