Modular Home Foundations, Explained
Modular homes are built to the same state and local building codes as site-built houses — the IRC or IBC as adopted by your jurisdiction — and they sit on the same foundations: crawl space or stem wall, slab-on-grade, basement, or engineered pier and grade-beam systems. Unlike HUD-code manufactured homes, there is no federal foundation standard to satisfy; the foundation is designed and permitted like any site-built home’s, and the home is real property from the start.
What makes modular different
A modular home leaves the factory as code-built sections that are set — usually by crane — onto a waiting foundation and finished on site. Foundation options for modular homes
Crawl space / stem wall — a continuous perimeter wall on footings below frost depth. The workhorse choice: it gives access to utilities, handles sloped sites with stepped walls, and presents like a site-built home.
Slab-on-grade — a reinforced slab with thickened edges or turned-down footings at bearing lines. Simple sites, warm climates, low profile. Utility rough-ins must be located before the pour; module bearing points and anchorage get cast in.
Basement — full-height walls below the home, common where deep frost requires excavation anyway. The modules bear on the wall tops; interior beams and columns pick up the marriage lines.
Piers and grade beams — engineered point or line support where soils, slopes, or minimal-disturbance goals make continuous walls impractical.

What the code requires
The foundation is designed under the locally adopted IRC/IBC: footings sized for the soil’s bearing capacity and placed below frost depth, foundation walls reinforced per code, anchorage connecting the modules to the foundation so wind and seismic loads have a complete path to the ground, and drainage graded away from the wall. Because the modules arrive as rigid boxes, bearing uniformity matters more than it does for site framing — the foundation must present a level, continuous bearing surface at the module rails and marriage lines, typically to tolerances the manufacturer specifies in its set manual. The manufacturer’s installation documents say what the home needs; the foundation design has to deliver it on your soil.
How lenders treat modular foundations
Conventional lenders treat a modular home like a site-built home: no PFGMH, no HUD-specific certification requirement. The phrase “permanent foundation” still appears in appraisals and loan files, and appraisers or underwriters sometimes ask an engineer to confirm the foundation exhibits the characteristics of permanence — durable materials, footings below frost, positive anchorage — described by analogy to HUD’s PFGMH. By analogy is the right phrase: the PFGMH governs HUD-code homes only, and applying it to modular as if it were binding misstates both codes. Where a lender or AHJ wants written confirmation for a modular or Boxabl-style unit, the engineer can review the installation and issue a letter addressing the permanency characteristics actually present.
The engineer’s role
Most jurisdictions require sealed, site-specific foundation drawings for a modular set — the factory approval covers the boxes, not your dirt. A licensed engineer designs the foundation for your soils and loads, details the module-to-foundation anchorage, and can coordinate with a geotechnical report where the AHJ requires one.
